The ISLA Program is held annually by (ISC)2 in cooperation with the (ISC)2 Asian Advisory Board to recognize outstanding leadership and achievements in workforce improvement of information security and management professionals in the Asia-Pacific region.Guest of Honor of ISLA gala and ceremony, vice president of the Republic of the Philippines, Honorable Jejomar C. Binay and (ISC)2 officials will celebrate with the honorees at a gala dinner today at Shangri-la Makati, Manila, Philippines."I hope that this year's honorees, as well as the annual conduct of SecureAsia, will somehow inspire us to quench our thirst for more ICT literacy and cybersecurity education among our government leaders and the general public. Binay, vice president of the Republic of the Philippines.The distinguished workforce initiatives showcased this year are:Information Security Practitioner Category Showcased Honoree: Chia-Ching Fang, CISSP, GCFA, GREM, project manager, Institute for Information Industry (III), Taiwan. Fang has been the leader of behavior analysis team at his organization since 2009. The main missions of the team are the development and deployment of APT solutions, <<>>-by <<>> threat collection and analysis, collecting <<>> threat data using Honeynet, and security intelligence information visualization. After analyzing different security threats, the team shares valuable security information with government agencies globally. Fang is also willing to share his technical research with others, including Taiwanese government agencies, academia, and private industries. He conducts public speeches for the industry to build solid communications with other information security professionals."APTs are among today's biggest cyber threats. The low profile of APTs makes them difficult to detect. The Taiwanese government has been at risk for APTs for many years. In addition to examining potential threat documents, we also continuously study how the exploits work to determine if they're no or even zero-day attacks. Ruhama Mohammed Zain is responsible for planning, managing, and coordinating the department's overall operational matters. Mr. Zain's defining achievement was the establishment of the Malaysia SCADA Security Experts Working Group in late 2012 under the purview of the National Security Council of Malaysia and its ongoing development. He has been a key player in this project from the start and was instrumental in getting the buy-in from key stakeholders. Zain has successfully and systematically assemble the necessary elements to enable CyberSecurity Malaysia to be recognized as the expert agency for SCADA and DCS security assessment."The scope of this project involved the formation of a SCADA Security Experts Working Group -- a pool of experts and key stakeholders responsible for planning, coordinating, and monitoring the implementation of SCADA security assessment activities for the country's critical national information infrastructures. We had to make sure that the capability and capacity to conduct the assessment was sufficient and then carried out the actual security assessments. Personally, my challenge was to create awareness and to make sure that all stakeholders agreed on the need to test the security of our SCADA installations. Dr. Cho has introduced a paradigm shift in information security in accordance with the ICT environment's change to the academic world. This paradigm shift involves establishing a secure environment within core technologies to strengthen social safety (i.e., countermeasures against cyber terrorism, disasters, and social crime) through security techniques, such as <<>>, authentication, identification, and surveillance. Dr. Cho became a role model for Korean information security specialists while serving as the vice president of the Korean CSO Forum when she made great strides to improve the level of their positions and their treatment on the job. As a result of Dr. Cho's advocacy, the Korean government considered a policy of mandatory appointment of an information security specialist in each public institution."Although I faced difficulties such as the absence of government policy, a lengthy time <<>> to develop a new technology, and a negative view of the government based on the lack of R&BD budget, which prevents the implementation of innovative strategy to develop new technology, I believed that a new paradigm was the only way to revitalize the security industry, and I continuously worked to advance Korea's information security industry.
